Jul 9, 2025 • Kim Moore George Hoyem has left the defence investment arm of the US government to join the investment committee of a Canadian VC investor. George Hoyem, head of In-Q-Tel’s investment team for the past several years, has joined Canadian defence and security investor Kensington Capital Partners. Hoyem will sit on the investment committee of ONE9, a Canadian defence venture capital investor which Kensington Capital Partners acquired in March this year. ONE9 invests in national security technologies, including cybersecurity, dual-use technologies and advanced defence innovations. Hoyem will also serve as special advisor to Kensington, assisting with the strategic growth and development of the ONE9 business, according to a release. In-Q-Tel is a US government agency that invests in commercial technologies for the US national security sector and its allies. It was set up in 1999 by the CIA as an independent strategic investment form. Hoyem spent more than 15 years at In-Q-Tel. He joined as a managing partner in 2010, becoming executive vice president of investments in 2022, a role he kept through to his retirement from the firm in June this year. He was a partner at several venture capital firms in the San Francisco Bay Area before joining In-Q-Tel.
